Fallout 76 Upcoming Unique Weapon Changes
The Fallout 76 Public Test Server has recently deployed a sweeping round of adjustments to unique weapons. Previously, many unique weapons had their Legendary effects locked in place — players could neither change the star rating nor swap mod effects. That restriction has been lifted in this update. All 1- to 4-star Legendary effects on unique weapons can now be freely modified, and the Legendary Module cost for swapping mods has been changed to a fixed amount that no longer increases with repeated changes. At the same time, dozens of unique weapons have gained built-in Perk cards, elemental damage types, or special combat effects. These changes are currently active only on the PTS. Based on the typical testing cycle, they are expected to reach live servers within roughly one month.

4-Star Legendary Mods Now Open for Modification
The most significant change in this update is that the Legendary effect slots on unique weapons are no longer locked. Weapons that previously could not have their star rating upgraded or their mod effects swapped — such as the Elder's Mark, Holy Fire, and Final Word — can now be modified at any weapons workbench just like standard legendary gear. The number of Legendary Modules consumed per slot is fixed and will not increase with repeated swaps. Two new 4-star Legendary Mods — Vector for armor and Tarnished for weapons — are introduced through the new Infestation events. The former increases V.A.T.S. long-range accuracy by up to 50%, while the latter increases damage as weapon condition degrades, by up to 120%.
Weapons That Now Grant Built-In Perk Cards
A large number of unique weapons have gained built-in Perk card effects in this update. Equipping the weapon automatically activates the corresponding perk without consuming SPECIAL points. The Action Hero (.50 cal) comes with Bullet Storm at Rank 3, the Resolute Veteran (Gatling Gun) gains Bullet Shield at Rank 3, the Elder's Mark comes equipped with Tenderizer, and Holy Fire comes equipped with Friendly Fire at Rank 3. On the melee side: Crushing Blow comes with Tormentor built in, Mechanic's Best Friend comes with Robotics Expert at Rank 3 built in, Whacker Smacker comes with Knee-Capper built in, and the Camden Whacker randomly rolls one perk from Blocker, Martial Artist, Slugger, Knee-Capper, Heavy Hitter, and Brawling Chemist. For stealth builds, Tone Death comes with Ninja at Rank 2 built in, Western Spirit comes with Gunslinger Master built in, and Gunther's Big Iron comes with Gunslinger at Rank 3 built in.
V.A.T.S. and Critical Hit Weapons
The V.A.T.S. Unknown received a unique design in this update — each time it is equipped, it randomly activates one of Better Criticals, Critical Savvy, Grim Reaper Sprint, Psychopath, or Glowing Criticals, offering a highly variable tactical choice. The V63-OLGA directly comes with the Science! perk built in. Additionally, several weapons gained kill-streak stacking bonuses: Mind Over Matter grants +1 INT per kill, Love Tap grants +1 CHA per kill, and Crowd Control grants +1 PER per kill — making them suitable for stacking stats in densely populated monster zones.

Expanded Elemental and Special Damage
A number of unique weapons that previously dealt only standard damage have gained elemental damage types in this PTS update. On the poison side — Kabloom, Boiling Point, Ticket to Revenge (Railway Rifle), Piercing Love, Ultracite Terror Sword, and The Gutter all now deal poison damage. Fire damage is covered by Branding Iron, Cauterizer, Drill Fist, Burning Love, Red Terror, and Grand Finale. On the cryo side, Cold Shoulder gains cold damage while retaining its 50% damage bonus against Cryptids. Energy damage has been assigned to the V63 Zweihaender, while bleed damage has been assigned to Head Hunter and Shattered Grounds — the latter also receiving a +1 Rank bonus to the Bloody Mess perk.
Several other weapons received functional enhancements:
Daisycutter gains a 30% chance to instantly reload, Civil Unrest and Lucas Switchblade each gain +50 Action Points, Disorderly Conduct gains +15% attack speed, The Guarantee gains +20% explosive damage, and Bunker Buster gains +25% explosive radius. Pirate Punch comes with Cap Collector built in, and The Debilitator comes with Deal Seeker built in.
A Few Changes Worth Noting
The Fancy Single Action Revolver and Fancy Pump Action Shotgun have been converted into weapon skins — the original weapons are replaced with standard versions featuring the new visual designs.
Legendary Module costs for mod swaps are now fixed, with no incremental increase for repeated changes to the same slot — substantially lowering the cost of testing different mod combinations.
The Molotov Bat received an exclusive +50% damage to Molerats modifier, one of the few unique bonuses that targets a specific enemy type.
Infestation events are currently the only source of 4-star Legendary Mods, though this may expand to other endgame content in the future.
The scale of unique weapon adjustments in this PTS cycle is substantial — from the full unlocking of 4-star Legendary slots, to dozens of weapons receiving built-in Perks and elemental damage, to the introduction of two new 4-star mods. For players who have long relied on specific unique weapons, the ability to modify Legendary effects means that gear previously relegated to the stash box now has a chance to be put back into service. A live-server release date has not yet been announced. Based on the typical PTS-to-live cycle, these changes are expected to arrive on all platforms within the next month.
